“Department” means the Department of Agriculture, Aquaculture and Fisheries; “hatcheryman” means any person who is licensed in accordance with this Regulation to operate a hatchery; “inspector” means an inspector appointed by the Min ister under section 2 of the Act; “licence” means a licence issued by the Minister to op erate a hatchery or act as an agent; “permit” means a permit to operate a hatchery issued by the Minister of the Federal Department of Agriculture; “Regional Director” means the officer of the Federal Department of Agriculture in charge of the administration of federal Regulations in New Brunswick; « autorisation » désigne une autorisation d’exploiter un couvoir délivrée par le ministre fédéral de l’Agriculture; 2010, c.31, art.108 3 No person shall operate a hatchery in the Province un less he is the holder of a valid and subsisting hatchery li cence issued by the Minister in accordance with this Reg ulation. 3 Nul ne peut exploiter un couvoir dans la province sans être titulaire d’un permis valide et en vigueur délivré par le Ministre conformément au présent règlement. 4(1) An application for a hatchery licence or the renewal of a hatchery licence may be made to the Minister on the form provided by the Minister. 4(1) Les demandes de permis d’exploitation de couvoir ou de renouvellement de ces permis peuvent être adressées au Ministre selon la formule qu’il fournit à cet effet. 4(2) Where a licence has not previously been issued in respect of a hatchery, the applicant shall submit to the Minister plans and specifications of the hatchery showing: 4(2) Lorsqu’un permis n’a pas été préalablement délivré relativement à un couvoir, le demandeur doit soumettre au Ministre les plans et spécifications du couvoir indiquant : (a) all room dimensions and the position of doors, windows, stairways and drains;
