“Fisheries Development Board” means the New Bruns wick Fisheries Development Board established under sec tion 4 of the Fisheries Development Act; “inspector” means an inspector appointed under sec tion 2; “licence” means a licence issued under section 4 and includes a renewal thereof; “licensee” means a person who holds a licence; “Minister” means the Minister of Fisheries; “processing” includes cleaning, filleting, smoking, salt ing, marinating, pickling, drying, canning, cooking, freez ing, comminuting, packing, icing or preparing fish for sale in any other manner;
