The release of germplasm o f any ,crop plan ts to any outside agency is made in the interests of assisting the development of useful v arieties for Canadian aq r i cu I ture or for comrru t mont s i n international a griculture. In addition, through a central ,office, and with the cooperation of rc~ional offices, germpla~m banks of Canadian material are maintained for nat ional and international use. As a general policy, advanced filial generations, selections or non released varieties in preli~inary trials, and breeding lines, will not be released. ' However, the plant breeders, on authority from their directors, may release limited quantities of this material. Such a rp o Lfcy is nec e s sery in order to allow for special reciprocal cooperative arrangements that the breeder may have \-/ith breeders of other agencies. 5. Breeding lines, and non-released varieties, received from coopera ting .scientists in foreign countries or from private firms in Canada, will only be released under conditions specified ~y these cooperators. 6. ~rrangements not dealt with in these statements will be reviewed by the Research Branch Executive as they arise'. 2 4.
